Charlotte County contracted with Weiler Engineering Corporation (WEC) to provide concept planning and design-build of a new Veterans Park Memorial at the G.C. Herring Park located adjacent to an active American Legion. With several acres of the park area vacant, the County developed a plan with the stakeholder groups and staff to provide a section honoring veterans of past conflicts and wars with memorials, walk of monuments, chapel/reflection area, event stage, and other amenities.
WEC staff prepared multiple concept plans of the park layout, design elements and material examples, and coordinated efforts with multiple County departments and Veterans advocate.
The design required redesign of the existing parking lot, additional ADA accessibility to an existing bathroom, accommodation for a future bathroom on-site. WEC worked with staff to provide value engineering throughout the project. Key hurdles to completing the park include access to reuse water for irrigation, site being adjacent to wetlands and state owned lands, soil conditions and high water table, aesthetic appeal and material selection to insure all ages accessibility and proper site lines during special events. Britney was responsible for completing complex modeling through ICPR and overcoming challenges of limiting structures and aesthetically unappealing typical storm structures, while treating untreated runoff from the existing parking lot and handling new runoff from the new impervious. These had to be treated separately to avoid co-mingling.
