Project Overview
Oceans Edge Resort is the newest luxury hotel and vacation rental resort in the Key West, FL. The 12 acre site boasts 100 condominium units and 16 hotel rooms all with 100% ocean view. The site also provides six pools, 15 boat slips with 8 in-slip pump out connections, fueling facilities, a restaurant and coffee shop, fitness building, offices, and a bath house. Some of the services Weiler Engineering Corporation (WEC) was responsible for include: the concept design, assisting in land acquisition, overall civil site design, design of the vacuum sewer, water, and stormwater infrastructure, structural design of the seawalls and docking facilities, in-slip pump out system, obtaining all necessary permits, and assisting in the CVA Grant funding process.
One of the challenges faced on this project was the design of the stormwater management system due to lack of site area to provide stormwater treatment area required by the South Florida Water Management District (SFWMD). WEC accomplished this requirement by utilizing two (2) stormwater injection wells and over 2,000 linear feet of underground exfiltration trench.
Due to the nature of the project, obtaining the SFWMD Environmental Re- source Permit and the Army Corps of Engineers permits provided a challenge in itself. Weiler Engineering Corporation (WEC) was able to coordinate closely with each of the agencies to ensure construction began and completed ac- cording to the developers schedule. WEC also provided construction inspection services which required monthly team site visits for the overall construction activities. Due to the nature of precision during the vacuum sewer main construction WEC provided daily on-site monitoring for all sewer system construction.
Water Distribution System
The design of the water distribution system required maintaining a connection throughout construction for the other owners/users on the site, as well as providing new service connections to the proposed resort buildings and relocating existing water services. Over 300 linear feet of water main and 23 meters were designed, constructed and in- stalled on-site all while maintaining services to the existing users.
In addition, two fire protection valves and meter assemblies were designed to connect to the water distribution to meet the governing fire flow and protection guidelines.
New water main to serve this facility as well as many private owners including a condo complex, a boat storage facility and a private marina. Challenge of meeting flow (fire protects) and sequencing construction when so may existing users are affected and high demand for the new user.
Seawall Rehabilitation / Docks
Weiler Engineering was contracted to assess the condition of the existing seawalls and docking facilities. During the initial assessment it was determined that the docks were in an unsuitable condition for safe boating and needed to be replaced. WEC completed the design and permitting for the new docks. Due to the function of the site it was determined that the seawalls could be repaired in a manner that would allow full use of the land piers during construction. WEC complete the design for five different conditions to rehabilitate the existing seawall.
These designs varied from replacing the cap to constructing a new seawall water ward of the existing seawall and grout filling between them to provide additional support. The seawalls were rehabilitated and constructed based on the design we provided and had no impact on the existing users or the upland resort construction taking place.
