WEC is the principal consultant for the redevelopment of the areas surrounding this natural mineral bath international destination, and was selected to provide a variety of professional services to the owner of the WMS Health and Wellness Center. WEC staff completed several applications for entitlements and concept plan approval through the City of North Port and Sarasota County. Included with this project was successful applications for a Future Land Use Map amendment to Activity Center #7, a text amendment to the Comprehensive Plan related to the Activity Center, a rezoning to Planned Concept Development (PCD), application for annexation, vacating of underlying platted lots, and preliminary design for Phase I, which includes a 20,000 square feet medical offices and rehabilitation center. As project manager, Jason Green oversaw a team of sub-consultants for environmental and historical assessments, survey, and site analysis. He and other WEC staff prepared the necessary applications and met regularly with North Port Planning staff to ensure each component was satisfactory to the City’s current codes and desired design for the community. To reduce the amount of required treatment for the park the design required splitting the vehicular areas from the non-vehicular areas, which do not require pre-treatment prior to discharge. Weiler Engineering Corporation (WEC) inspected the site and existing boardwalk and provided recommendations to FDEP, that being to demolish and replace with a vastly improved beach access structure. This high profile project adjacent to the historic lighthouse, and required a creative design that maximized longevity and Return on Investment of public funds while staying within the design requirements for expendable minor structures that are permissible seaward of the Coastal Construction Control Line (CCCL). Environmental constraints to design including the presence of tortoise burrows and sea turtle nesting areas were also carefully factored into the design to avoid conflicts or disturbance. Weiler worked closely with FDEP Bureau of Building Construction (BDC) and Park staff and FDEP CCCL Reviewer to develop a design that paralleled the erosion face along the landward side of the frontal dune, before crossing the dune at the protected point of a buried coastal armoring structure (rock jetty), thereby minimizing the possibility of future erosion to this particular beach access boardwalk. Construction was completed one week before Hurricane Irma, and subsequent inspection revealed there was no substantial damage to the structure. - [Dock/Boardwalk Assessment and Replacement – Collier-Seminole State Park](https://weilerengineering.org/projects/dock-boardwalk-assessment-and-replacement-collier-seminole-state-park/): Weiler Engineering Corporation (WEC) provided the civil and structural design for improvements at the Collier-Seminole State Park Boat Basin. An existing 520' seawall and wooden dock dating to the early 1960's at the Park's Boat Basin was in disrepair. WEC conducted and coordinated structural inspections including lead/asbestos testing of the existing facilities, and provided a report of findings and recommendations for repairs and/or replacement of the seawall, and demolition of the wooden dock which was beyond repair. WEC also provided design of improvements, to include a floating dock with gangway, an ADA accessible fishing platform at the site, and an ADA accessible kayak launch with parking. WEC also provided improvements to upland facilities including revisions to the parking, additions of ADA spaces, and addition of a 483' sidewalk with handrail incorporated into seawall.  Due to WEC’s structural assessment and findings related to the dock, boardwalk, and seawall, FDEP was able to avoid complete replacement, in favor of a much less costly repair and rehabilitation recommended by WEC.  These recommendations proved sound, as the existing seawall recently survived a direct landfall by Irma with no damage. - [Post-Irma Damage Assessment Inspections – Parrot Key Resort](https://weilerengineering.org/projects/post-irma-damage-assessment-inspections-parrot-key-resort/): The Parrot Key Resort, is a classic Key West conch style 5 acre resort featuring three-story buildings with 148 hotel rooms, suites, and vacation rental each with views of either the resort’s four swimming pools or overlooking the Florida Bay. Kelly Brothers' (KBI) scope for construction included removal and replacement of the deteriorating County boat ramp at the Harbour Heights Park and a number of related improvements. The entire ramp area was dewatered using a steel sheet pile cofferdam and the ramp and approach were formed and poured in the dry. Four concrete piles were driven at the toe of the ramp for additional strength. All areas of the project site were upgraded to be compliant with ADA access requirements, including the approach sidewalk and the installation of heavy duty handrail along the raised sidewalk area. This provided a berm separating the upland commercial site from the natural mangrove shoreline. The berm stopped direct discharge of untreated storm water into the sensitive Florida Keys waters. while protecting the mangrove fringe that is critical to the long term survival of the islands.
